A painted floor is a wood floor with something on it that we are not going to remove, and that changes the whole conversation before it starts.
Painted pine floors are common in old Fairfield County farmhouses. Sometimes the whole floor, sometimes one back room, sometimes a border painted around a rug that has not been there since the sixties.
It was not a cheap fix at the time. Painting a floor was a normal finish choice for a working room, it wore well, and a lot of them were repainted every decade or so for a century.
What it means now is that you have paint, not a wood finish, and cleaning paint is a different proposition entirely.
What We Will Do
Clean it, carefully, with a neutral solution and controlled moisture. Old paint on old pine is porous where it has worn, so soaking it drives dirty water into the wood through every chip. Done properly, a painted floor cleans up well and the color comes back a great deal brighter than most owners expect.
What We Will Not Do
Strip it, or attempt to get back to the wood underneath. On a house of that age the paint is very likely lead-based, and removing lead paint is licensed work with containment requirements for good reason. We are a floor cleaning company and we will decline that job every time and tell you who to call.
The Coating Question
A water-based maintenance coat can go over sound paint and it does help, giving a wearing layer and an even sheen where the paint has gone patchy. It needs a test area first, because adhesion over old oil paint is not guaranteed and finding that out on twenty square feet is better than finding it out on a whole room.

Assume yes if the house or the paint layer predates 1978. Test kits are available at any hardware store and they cost very little. It matters most if the paint is chipping or if there are children in the house.

Not by cleaning. Either it gets repainted, which is a reasonable and traditional answer, or it gets stripped and refinished, which is the licensed job. Both are somebody else's trade.
