Converting a garage into living space is common in Fresno and it is one of the more sensible ways to add a bedroom to a house that has run out of room. It is also the single hardest place in a building to put a wood floor, for reasons that have nothing to do with the walls or the ceiling.
The problem is the concrete, and it was poured to a different standard on purpose. Nothing that goes on above it changes what it was built to do.
Two Things Wrong With a Garage Slab
It slopes, usually about an inch over ten feet toward the door, so water from a car drains out. And it very often has no vapor retarder beneath it, because nobody in 1978 saw a reason to put plastic under a floor that was going to have a car parked on it. A living room floor needs to be flat and needs to be protected from ground moisture, and a garage slab is deliberately neither.
What a Good Conversion Does About It
Self-levelling compound or a sleeper system to take out the slope, a proper moisture barrier or a moisture-blocking adhesive, and the exterior door opening properly framed and sealed. A conversion done to that standard has a floor as good as anywhere else in the house. One where somebody laid engineered plank straight onto the sloped concrete has a floor that will cup, gap, and eventually release, and no amount of surface work changes that.
Telling Which One You Bought
Set a marble or a golf ball down in the middle of the room. If it rolls consistently toward the old garage door wall, the slope is still there. Then look at the flooring along that wall for gaps that are wider than elsewhere in the house, and feel for boards that are lifting at their edges. Neither test is conclusive on its own and together they tell you a great deal about how the conversion was done.

Can the floor be fixed without pulling it up?
The slope, no. Moisture coming through the slab, no. Both of those are underneath, and reaching them means lifting what is on top. That is a flooring contractor's project and not a cleaning one, and it usually means taking the room back to bare concrete and starting again properly.

That is the pattern, and it points clearly at what is underneath that room instead of at the flooring product. The same plank in the rest of the house behaving perfectly is the strongest evidence there is.
Will you clean it anyway?
