Lay a straightedge or the flat edge of a level across four or five boards and look for daylight under the middle of each one. If the edges touch and the center dips, you have cupping you can measure. If the straightedge sits flat and the floor still looks uneven in raking light, what you are seeing is the sheen varying because of buildup, and that is a cleaning matter with a good outcome.

Would a dehumidifier under the house help?

In a properly enclosed crawlspace with ground cover, yes, considerably. In an open, vented crawlspace it mostly dehumidifies the outdoors. Get somebody to look at ground cover and drainage first, because that is where the water is coming from.

Is engineered flooring a better choice near the river?

It is more dimensionally stable across the width, which is genuinely useful here. It also has a thin wear layer and no capacity to be refinished, so it trades one problem for another. Either can work with the moisture under the house controlled.
