Why It Never Comes Off With More Effort
The instinct is to scrub harder, which fails because the problem is not adhesion of soil, it is a stack of coatings that each need different treatment. Water alone will not touch cured wax. A wax remover does nothing for acrylic. Whatever is under the kitchen sink is the fourth layer, not the solution. There is a second reason effort does not help, which is that the milkiness is optical. Light entering the stack gets scattered at every boundary between two coatings that never bonded to each other, and scattering is what your eye reads as cloudy. Nothing about that responds to pressure. It responds to taking the boundaries away.

More time than a typical house, and a test area first so everybody can see what the floor looks like underneath before committing to the whole thing. The finding is nearly always the same: the original finish is intact and in surprisingly good order, and everything dull about the floor was sitting above it. We take the accumulation off, then put one deliberate water-based maintenance coat back on so there is a single known layer instead of five unknown ones.

If the floor has real wax on it, is that a problem?
It changes the approach and it is worth knowing before we start. Tell the technician if anybody in the house remembers a paste wax tin. A drop of water that beads and stays put often means wax, and so does a floor that scuffs white.
Could you just sand it and start over?
Not us. That is a refinisher's job and a completely different trade, with dust containment and days of downtime. On most Edgecliff Village floors it is also unnecessary, because the wood was never the problem.
