It reads as a defect in that room's flooring and it is a defect in that room's air.
Measure Before Changing Anything
Two hygrometers, one on each floor, left in place for two weeks and checked morning and evening. That single exercise settles the question and costs almost nothing. If the two floors are within a few points of each other, the systems are doing their job and the flooring differences are something else. If there is a wide and persistent gap, narrowing the thermostat settings is the fix and it is free.
Where Cleaning Fits In
A floor that moves seasonally still benefits from having decades of product film taken off and a renewable protective coat put on, and it will keep moving afterward. What cleaning does not do is close a gap, flatten a cupped board, restore a worn-through lane, or reach staining inside the wood. Should we run both systems at the same setting?
Closer, at least. A few degrees apart is fine. Ten degrees apart for eight hours a day is where the moisture difference starts to matter to the wood.

Textbook. The upstairs is drying out more in heating season, usually because that system runs harder against the heat loss through the roof. The gaps will close in summer and they are not damage.
